This set is what is known as "off line" orders. (Not an uncommon practice.)

across Delaware and Hudson RY tracks. In this instance, to Amtrak Train #10,
the "Montrealer", coming from Montreal, to Washington, DC. D&H order on NJR form.
PWY was the D&H dispatcher. Otherwise initials for NJR would show the NJR dispatcher.
